It's actually even worse than that.
The company is managed like a private corp, but the state is still the majority stakeholder and the company enjoys the benefits of a public organisation. It's a monopoly, the state funds it, and it's actually not obligated to render the service for which you pay it.
I don't know if you've heard, but a while ago, the EU tried to pass a directive mandating that train companies be responsible for their passengers in the same way airline companies already are -- gotta deliver them where they paid to be delivered, and see them fed and housed until then if needed. Well, the directive was shot by the efforts of one state in particular... the one that's the majority stakeholder at my train company. See how it works?
So we get the worst of both worlds. Joy.
